PlanningLedger Supply Watch
When does a council lose its five-year housing supply?
Councils publish their formal position about once a year. Officers state it in their reports on housing sites, week by week. Supply Watch is planned for land teams who need to know the week it changes.
Why it matters
A council in England must show land for five years of the homes it needs. If it cannot, national policy presumes in favour of granting housing. The older name for that presumption is the “tilted balance”. It shapes when to put in an application or an appeal, and when to buy an option on land.
What the Watch will do
- Read the officer reports and decision notices councils publish, and find where they state the council’s housing supply.
- Quote the words, dated, with a link to the council’s own copy.
- Send an alert in the week a council’s stated position turns, marked as one report until others agree with it.
- Show each council’s position over ten years, beside the housing appeals decided there.
- Give your team a feed for its own maps.
What it is not
It is not advice. It will be the councils’ and the inspectors’ own words, quoted, linked and dated. Whether a site will succeed is for you and your advisers.
It covers councils in England with the duty to show a supply. Wales, Scotland and Northern Ireland use different tests.
